No — these are different. The Is Project Manager flag is set on an individual project member record, not on the user account. A regular user can be marked as project manager on one project but be a regular member on another.
Project managers have the authority to approve timesheet entries for their project (the second approval step — "Verified by Manager"). Tenant-admins can approve timesheets for any project.
